Why cities will stop measuring cameras and start measuring decisions
A critique of the public sector's dominant KPI — how many cameras got installed — and a case for a more honest metric: decision time, not sensor coverage.
Ask any municipal authority how many security cameras their city has, and the answer comes fast and proud: it's the metric announced at press conferences, compared between districts, and used to justify budget. Ask how long it takes the city to detect an incident and trigger a response, and in most cases there's no answer — because nobody is measuring that.
That asymmetry reveals the central problem in how the public sector measures the success of smart urban safety: it optimizes for what's easy to count (sensors installed) instead of what actually matters (speed and quality of the decision). It's the urban equivalent of measuring a hospital's success by bed count instead of time-to-treatment — a comfortable proxy standing in for the real outcome.
Camera coverage is an input metric, not an outcome metric. A city can have thousands of cameras and still have slow response times if nobody is monitoring them closely enough, if alerts don't reach the right team, or if the response protocol depends on a human staring at the right screen at the right moment. More sensors without a correlation and intelligence layer don't reduce decision time — they just increase the volume of video nobody gets around to reviewing.
The metric that should replace sensor coverage is simple to state and much harder to improve: decision time. How long between a relevant event occurring and the city triggering a response — a patrol, an alert to another agency, or an automated protocol. It's a more honest metric because it can't be inflated by buying more hardware: it demands real investment in the layer that connects sensors to action.
Adopting this metric carries an uncomfortable consequence for the public conversation: it forces an admission that the problem isn't always a lack of cameras, but a lack of operational intelligence over the cameras that already exist. It's a less photogenic conversation than announcing a new sensor rollout, but it's the only one that actually improves public safety over time.
Cities that start reporting decision time — not sensor coverage — as their primary smart-safety metric won't just make better investment decisions. They'll be, years ahead of schedule, at the standard that citizens, the press, and eventually the regulator itself will sooner or later demand.
